The County Clerk's Office performs the following:

  • Administers elections and voter registration within Pemiscot County including absentee voting
  • Administers candidate filing for county offices and some political subdivisions
  • Issues Notary Commissions to those who are approved by the Secretary of State
  • Sells and issues liquor licenses in Pemiscot County
  • Payroll and benefits for county employees
  • Clerk to the County Commission
  • Budget Officer and accounts payable
  • All insurance programs for the County
  • Preparation of County Financial Statement
  • Works with political subdivisions for finalization of tax levy certification

County Clerk FAQ's

How can I receive an absentee ballot?

Submit a request for an absentee ballot in writing to the County Clerk's office. Include your name, address, date of birth, your reason for requesting an absentee ballot, and the address to which the ballot should be mailed. You must sign the request.

How do I obtain a county liquor license?
  • Contact the State of Missouri https://dps.mo.gov to determine that you already have a liquor license with the state.
  • Bring a copy of your current state liquor license.
  • Bring your No Tax Due certificate to the County Clerk's Office.
  • There is a $3 processing fee for each type of license you have.
  • County liquor license will expire June 30th each year.
How can I obtain a flood plain permit?

Have the following information available: name of property owner, parcel number, any information you may have on the property's elevation and a physical 911 address.

How do I get an E911 address for my property?

Contact the Emergency Management Director at 573-333-4101 at the Pemiscot County Courthouse in Caruthersville.
